The planning and design began shortly after the war, with groundbreaking taking place on January 15, 1923. The lighthouse was officially inaugurated on May 24, 1927.

The tower is made of tapered cylindrical concrete with Istrian stone blocks as cladding material. The Faro della Vittoria offers guided tours periodically, organized by the City of Trieste. However, the visitor route includes stairs inside the tower, making it not wheelchair-accessible. A small exhibition at the base presents the history of the monument and local naval heritage.
